Ios 13 Apps Won T Open From Dock

I ve updated my apps for ios ipados and they are running fine.

Ios 13 apps won t open from dock. And on ios 12 they get called. Ipad opening apps from dock in ios 13 some of my apps i think it is just ones that were updated recently won t open from the recently used app portion of the dock on my ipad. Tapping the app icon on the dock does not re launch the app.
